Professor Bobby Banerjee: Climate Change - From Kyoto to Copenhagen, The Politics of Carbon Trading

Professor Banerjee says creating a political mechanism such as a binding international agreement is only the first step in reducing global emissions, because polluters may still be able to gain market concessions that discourage investment in clean technology. He says the experiences of the Kyoto protocol show that big polluters will use free permits and legal loopholes to continue to pollute at the same levels.

Professor Banerjee says the world must try to learn from the mistakes of the European Union’s emissions trading scheme, which he says lead to a doubling of electricity prices for consumers, windfall profits for big polluters and an increase in overall pollution. He warns against allowances for energy intensive industries, because big companies need to be pressured to change their practices to drive the investment and uptake in clean technology.
